Unable to send from OutlookXP

I have my MSN account set up on Outlook. I also set up a
POP3 account. MSN is fine. The POP3 I am able to receive
but cannot send. Can anyone help? I've undone all the
Norton Antivirus Scan & Script changing. Feeling a little
challenged....
