Unable to send new messages. How do I configure?

New computer. Trying to configure Outlook 2003. Can receive, forward, and
reply but new messages won't go out. What am I missing? Give me a
step-by-step.

Possible failure to properly authenticate to the outgoing server. To what
type of account do you refer?
