unable to send read receipts

I'm using Outlook 2003. Foe some odd reason, I am unable
to send "read receipts" when someone requests them from
me in an email. I have set me preferences to send them
automatically as well as ask me to do it. Either way, it
jeust doesn't work. Does anyone have any suggestions?
