Unable to unclick "same as previous" on header

I have a document with multiple sections. In each section I wanted a different header. In past versions of MS Word this was easy. I scrolled to the section I wanted to change, viewed the header, and deselected "same as previous".

With MS Word 2008, the header has a section where it says "same as previous". However it will not let me turn it off. In previous sections imported from an older doc, the "same as previous" area is gone (indicating that it is different from the previous section).

How can I accomplish this in MS Word 2008? I've looked everywhere and can't seem to find an answer.

You simply no longer have the Header & Footer Toolbar in 2008 - turn on the
Toolbox, Formatting Palette & the features you seek will appear in their own
specially labeled segment when active in the H/F.
