Unable to use windows button/screen clippings/side notes

I have One Notes 2007 working on Vista home ed. 32 bit. Everything seems to
be working fine except I do not see the one note icon in my side tray and my
windows button seems useless. When I push windows button + N or S, nothing
happens. I can't start side notes or screen clippings. Can someone help?

Thanks a bunch. It took me a sec to figure out the tools bar was in one note
and not the one in the internet browsers. Thanks
