Can't get #3, can't repair, can't even frickin uninstall.

I am not sure, but so far we know:

OEMs complain without stating a problem
OEMs' english is a street slang
OEMs can not repond
it is not a Microsoft problem
and
it may have to do with "Office Update" if OEMs know how to find the right
newsgroup

any ideas?
