How do I move all information (inbox, saved messages, contacts, EVERYTHING from Outlook Express 2002 to Outlook 2003?

I just had the same problem going from '97 to 2002. In
fact, I have a message posted asking for help too. But I
solved my problem by simply going to the start menu and
selecting Outlook Express directly from there. It solved
my problem. Hope it helps you.

Use the Import and Export Wizard in Outlook 2003 located under File. Choose
to import Internet Mail and Addresses and follow steps from there.

it's actually better to export from OE - messages won't lose the sent date
and you can select folders.
