Urgent help needed - Wierd office problem with Web Links not openi

I have one user that whenever he clicks on a link inside of any office
application (word, excel, outlook) he gets the following error:
This operation has been cancelled due to restrictions in effect on this
computer. Please contact your System Administrator

Now, inside of Internet Explorer, he is able to click on web links just
fine, but only in OFFICE applications does this occur. I am torn between
finding if it a local policy that is screwed, or if it something inside of
Security settings ,etc.

This is an imaged machine where other users are not experiencing this problem
