Use WebDAV or Terminal Services?

I have 3 offices and want users to edit office documents. I currently have
Terminal Services set up for another application. How should I grant access
to these office documents for the remote offices?

Everyone already has Office 2003 on their machines, so I was thinking about
using WebDAV so I didn't have to buy TS licenses for Office. Is it less
secure than TS?

you must use WebDAV over SSL to do it securely. If the server you are
posting to is on the intranet than http is secure enough.
