user defined permission

what does "user defined 1" "user defined 2" in the security templates?

The User Defined 1, 2, and 3 permissions are used in conjunction with custom
menus that the Project Server administrator has created in Project Web
Access, and to which the Project Server administrator needs to control
access. Refer to the following link for information how to do this:
