User groups and access rights

Project Server 2003. I want my team to access their schedules and
hours. One Team Leader is not able to enter hours nor acccess any
Project Center views. A team member has a "create new personal or
shared to do list" but when you click on "Check in with my projects"
there's nothing. He's on several projects. A project Manager can put
in her hours and can see the projects. How do I make everyone see the
projects and put in her/his hours? These are the only people I have
running on this pilot. Right now I'm checking others.
