Using mouse with forms

Is there a way to use the roll button on the mouse for
just the up and down scroll bar on reports and forms?
Also, is there a way to disable it to scroll through the
records? For instance even if I have a form set to cycle
current record it still scrolls through all the records.

Thanks a bunch for any info on this...
