Using Track Changes to protect just part of a document

Can I protect just part of a document with Track Changes? How?

I seem to be able to fully protect sections of documents from any editing,
but, I can't figure out how to allow Track Changes in those protected
sections.

Any Ideas?

btw it's a Word 97-2003 document.
