Using Word Editor with Outlook 2003

Recently I have started having a problem using Word as my editor in Outlook
2003. When I try to use it I get a error message back that says ....

Microsoft Word is set to be your e-mail editor. However, Word is
unavailable, not installed, or is not the same version as Outlook.
The Outlook e-mail editor will be used instead. An OLE registration
error occurred. The program is not correctly installed. Run Setup
again for the program.

I have the Office 2003 Suite installed so its not a version issue. I have
tried to reregister the ole32.dll file according to some web sites that had
the same issues.

Nothing seems to work. Uninstalling Office and Detect and repair did not
work.

Can anyone give me an idea as to what is causing this?

Thanks.....

Is Office fully patched?
