Version Conflict?

I am trying to open two files with the .pub extension but every time I try it, Publisher prompts a message saying that it can't open files from a different version. What could be wrong?

a) The file was created in Publisher Y, and you have Publisher X, where X <
Y
b) The file was created in Publisher 1, and you have Publisher X, where X >
2
c) The file is compatible with your version of Publisher, but Norton
AntiVirus is preventing you from opening it.

Playing the laws of probabilities, this will effectively mean:
i) If you are running Publisher 97 or below, you will probably be unable to
open the file.
ii) If you are running Publisher 98 or 2000, you will probably need to ask
the creator to "Save as 98/2000"
iii) If you are running Publisher 2002 or 2003, then you will probably have
to disable Script Blocking and the Microsoft Office PlugIn in Norton
AntiVirus.

your opening a newer version of the .pub file with an
older version of the program
