Visio 2003 DFD Menu button missing

In Visio 2002 when a Data Flow Diagram was selected there was a DFD top menu
item to decompose the level 0 diagram. The Model Explorer is missing as
well. What's up?

This functionality was removed from the product. I don't know what the
reason was.
