After managing to set up OE-QuoteFix on his new PC, Ed reads a message

I'm using 2002 and think I've figured it out thro'
Publisher. What I'd REALLY like to know is how I can
create a watermark thro Outlook 2002 because when I click
Format/Background/Fill Effects the option for Printed
Watermark is greyed out. It would be more convenient to
do it thro' Outlook as I compose mail rather than making
JPGs thro' Publisher to start with and then inserting them
as picture backgrounds. If you have any suggestions, I'd
appreciate hearing from you! Thanks!

I would suggest either asking this in an Outlook group (as it is Outlook
that you want this functionality in) or using a graphics program such as
Paint Shop Pro to do this

From the Outlook 2003 help file. Note that you must be using an HTML
formatted email.:

Add a background image

1.With the HTML message open, click in the message body.
2.On the Format menu, point to Background, and then click Picture.
3.By default, the File list includes the stationery that's available in
Microsoft Outlook.
4.In the File box, either type the path to an image on your hard disk, type
the URL (Uniform Resource Locator (URL): An address that specifies a
protocol (such as HTTP or FTP) and a location of an object, document, World
Wide Web page, or other destination on the Internet or an intranet, for
example: http://www.microsoft.com/.) of an image on the Internet, or click
Browse to locate an image.
5.If the picture isn't large enough to fill the message body, the picture
will repeat as many times as necessary to fill the message.
