Web Based User Creation in AD

We just upgraded to W2k3 domain (IIS 6) and MS Visual Studio 2005.
Now I need to write a web based app or something so that users could be
created in Active Directory with Drives and everything upon web form
submission.
Could anyone point me in the right direction? I am not sure where to start.

Thank you, but I am looking for a bit different thing. I need to come up with
ASPX site/page from which one can create a new user in the domain and also
create a mailbox in exchange store.
