Web Buttons

I'm a newbie at Publisher. I was wondering if there is a way to set the adresses of the web buttons. I've tried everything and all I can seem to do is to create a hot spot over the web buttons and set the url from there. Can anyone help?

Right click the graphic and select hyperlink from the menu, then in the
hyperlink dialog window you set the address you want to link to.
