Depends entirely upon the desired function of the web page:
If you are a new father wishing to place photos of the infant on a web page
that family members can access via the Internet, you may want to use
hi-resolution photos.
If you are designing a business web page for a WAN or LAN Intranet, you will
have to consider the available bandwidth. In businesses where bandwidth is a
concern, a lean web page (no pictures) is desired.
If you are designing a web page suitable for visits by the general public,
you have to consider your audience. I, along with the vast majority of
Internet users, do NOT have a high-speed connection. If you build a web page
that takes thirty minutes do download to a user with a dial-up connection,
those users will cancel the visit and go somewhere else.
