what causes text box to insert at top of page instead of at point

I'm working on a 16 pahe document that has test boxes, photos, etc. It's a
newsletter. so I usually just cut out what I don't want form last month and
insert the new information. Suddenly I can't get the text boxes to insert at
the pointer. they all show up at the top of the page. what could be the
cause and the solution. Thank you.

I know this will happen if the textboxes are inserted using VBA...

Which version of Word is this?

Where is the insertion point (cursor) when you try to insert a new text box? Try
making sure it's in regular text, and not another text box, see if that makes a
difference?
