That's what I've done, at least for smaller pictures (I also
imported/inserted to Publisher for notecards) Most of these were just random
quotes I used in practicing various ways of putting them on. Like one has a
semi transparent text box in back of the words, etc.

Maybe she means big posters, the kind that are printed out 1/4 at a time
and put together with tape after?
But, just plain pictures, I'd put the text on the picture and insert it in
Publisher, whatever size blank page I wanted. Or, just insert the picture
and then write the text on, with no fill in the text box.
