what is the difference between inline graphic and floating one?

Á÷À˵ÄË«Óã

As we all know inline graphic can be seen in Normal View.
But when I change a floating graphic to inline, it still can't
be seen in Normal View. Why?

Tools > options > view > uncheck 'picture placeholders'.
