Whats the best for scheduling for me?

I have a requirement where I need to schedule given number to people
for a given number of shifts. Say for example:


At 6:00 in the morning, I have certain people available in a week. And
then I have another set of people available for 8:00 shift. There are
2 people need to be schedule at 6 and 3 people at 8:00. Whats the best
way to automate this scheduling where I know that there are 21 slots
and this many given number at a given time.

Can anyone point me to a good software to do that?

If you have specific task assignments for them to work, use Project.
If it is a work shift scheduler where the tasks they perform are not known,
use something like Excel.

An example might be a shift of policemen starting work. The effort of the
patrol cannot be planned out before they arrive to a large extent.

What you describe is a textbook case of optimization.
