What do you mean by interchangeably? The apps you mention each do different
things so no, you can't use them interchangeably as that word is usually
defined. (I suppose you could use Access to write a great novel but you'd be
better off doing it in Word...)
If you mean concurrently (use any or all of those apps at the same time),
then yes, you can, up to the point your hardware might complain about
running out of memory/resources. When or if you ever run into a limitation
depends on what version of Windows you use, what version of Office you use,
what your computer's specifications are, what you are asking each app to do
at the time, etc.
