Is there any error message at all? Are you reinstalling because of some
type of disk failure? Could your hard drive have some bad sectors on it?
Have you tried re-installing the operating system to repair it?

I forgot to mention that I have also defragmented my hard drive and scanned
the drive with no improvement.
