When reassigning a task, why do not all the resources show?

When a resource tries to reassign a task, not all resource members
assigned to the project are available in the drop-down list for
reassignment. Why is this? Shouldn't all resources assigned to a
project be available to reassign the task to?

We are using MS Project 2007, SP1

Steve --

The pick list should show all enterprise Work resources that are members of
the project team, but not local resources. If this is not what your team
members see, who is missing? Let us know.
