when saving MS Project file to XLS file getting Operation failed!

I have MS Project 2003 SP2.
This operation used to work months ago bu does not now.

Bob,

It may be related to a security update referenced here:

I suggest installing service pack 3 for Microsoft Project. Several
people have posted back with the response that installing SP3 to
project fixed the problem. After installing SP-3, change the legacy
file formats noted here:

http://support.microsoft.com/kb/941466/

ok...i upgraded to SP 3 & got further but now when i try to save the ms
project file to an xls file i am now get the following error "You are trying
to a file saved in an older file format. Your settings do not allow you to
save the file in older file formats. To change your setting, navigate to the
Security tab in the Options dialog box" but it doesn't tell you what to do
when you get there.

Hi Bob,

On the Security tab, set the option under legacy file formats, choose "Allow
loading..."
