where are my boarders

I have created a web site on another computer using Front
Page 98. That same program is loaded into a second
computer. However, when I import the web site from a
hosting server into the second computer - in order to
maintain it/update it, I do not see any of my boarders.
Those files are imported and in the second computer, but
when I'm in the front page program, it does not 'pull them
up' or show me the entire navigation pages of my web
site. I just get the Home Page with the text and graphics
on the page, but none of the boarders, buttons, etc. that
are on the web page and in the design. What am I doing
wrong?

Don't import the web to the other computer,
Publish it to the other computer.
