Where can I find a blank newsletter template in Office 2003?

In older versions of Publisher, I could insert pages in order and the program
would select them in the appropriate order for 2 sided printing on 11 x 17
folded. I can't seem to locate that in 2003. It directed me to a doc format
with borders that I don't need or want.

A completely blank newsletter? Simply create a blank publication (or close
out of the Catalog when starting Publisher withot selecting anything), and
then go to File > Page Setup > Booklet > OK
