Who can make film from PNG files?

Does anyone here maintain a list of graphics people who can generate film
positives from Publisher PNG files for 'precision' silkscreening (tight
tolerance, not for tee shirts)? OR... does anyone have positive (pardon the
pun) experience converting a Publisher file to a PDF for this same purpose?
Heck, do they even make film anymore?
