Why are all toolbar buttons and menus are 2D?

I have a strange little problem going on, and I'm not sure what caused
it or how to fix it.

I'm running Microsoft Office XP (version 10.6834.6825 SP3), and for a
long time now, all of my toolbar buttons and menus across all office
applications are displayed using the 2D "flat" style instead of the 3D
style. In other words, for example, if I hover over the word "Edit"
on the main menu in Excel, instead of a raised border appearing around
it, I get a solid black border and the background changes white.

It sounds like a minor "quality of life" issue, but the problem is
that I work on a lot of documentation that includes screenshots of
applications in explanations on how to accomplish certain tasks, and
with the 2D-style toolbar buttons and menu items, my screenshots don't
look like what everyone else would actually see.

It's been doing it for a couple of months or so, and I've tried
reinstalling Microsoft Office XP, which didn't help. I can't think of
anything that changed that triggered it, but I'm not the only person
who uses this computer, so something dumb undoubtedly did.

Does anyone know of anything, either within Microsoft Office XP or
within Windows XP that could change the display style of menus and
toolbar buttons? Oddly enough, all other applications seem to work
normally, showing the 3D-style buttons and menus. I've pored over all
of the settings, searched the help files, and tried Googling for an
answer, but I have yet to figure out how to fix it.
