Why are macros accepted as all or none automatically?

Why is it that when I open a document in Word that has macros I have the
option of not acepting them, or accepting them forever, without choice to
change? I want to be able to allow macros on a one-time basis, without
haveing to enter into a commitment when I do not know what macros may come
from a certain publisher in the future. I think this severly damages the
security of Word, because once I have accepted macros form a certain
publisher, that publisher has free reign on what macros to create, and i have
no control whatsoever about whether or not I want to accept them.

Go to Tools > Macro > Security and set the level you want. Change it as
often as you like.

The decision to trust a given source has no bearing on your ability to
enable macros. You can enable the macros without trusting the source.
