Why do I have a box that says finalizing installation running?

On my tool bar I have a box that runs Finalizing Installation. It runs all
the time and I would like to know how to take it off or make it not visible.
I am sure that the installation is complete I have been using Outlook for a
while now.

Close Outlook and rename your outcmd.dat file to outcmd.dat_old. See if that
helps.

i tried that and could not locate the file you mentioned. i have the
finalizing installtion message scroling on outlook and on internet explorer

The file is in a hidden folder. You have to unhide files and folders and then
use file search (start, search for outcmd.dat or outcmd.*).
