why does edit picture not work?

When I insert a picture (e.g. jpg) into word 2002 (and 2003) and I double
click or right mouse on the picture, the edit picture is greyed out. If the
picture is selected the edit menu edit picture is also greyed out.

If you can get into edit picture, a new window is opened and you can
annotate the picture with callouts, etc. When this window is closed and if
the picture is resized or moved, the annotation is 'attached' to the picture.
So if you move the picture the annotation comes with it and if you scale the
picture the annotation is also scaled.

Why is the 'edit picture' greyed out? Is there a setting that prevents
this. My picture editor is set to MS/Word. Is there any other way of
accomplishing the above? I want to annotate a screen snap but have the
callouts, etc. as part of the picture but if I go back into edit picture I
can alter the annotations.

They changed the way pictures are edited in word 2002 and above. There's more
than one way to do what you want.
First, if you have got your options set so that a drawing canvas is created
when you import a picture you should be able to add your labels over the
picture and then they should move when you move the canvas. (I may not have
that exactly right as I hate the drawing canvas and usually use the 3rd
option)

Second, click once on the picture, then click on the wordpicture button that
should be on your toolbar next to the insert button (if it's not you can add
it through customise) now double click on the picture and it will open as it
did in prior versions. (though you may need to play with the borders to see
all of it)

thirdly, if you have your options set so that no drawing canvas is created
when pictures import, either click once on your picture and click on the text
wrapping button or right click and choose format object and then the layout
tab, either way select IN FRONT OF TEXT or IN TIGHT ( almost anything except
IN WITH TEXT). The picture turns into something that can be moved around at
will, and, more important, it can be grouped with any labels and callouts you
have added so that they all move as one.

What is the wordpicture button? What toolbar is it on and what is its
name/tip? I can't find it.
