why does publisher 97 fail to save in limited user account

I am using windows XP. one of the accounts on the PC is a limited user (not
admin) Publisher 97 will not save the files when using this account.
Error message "could not create a tempory file" occurs.
Works fine if the user profile is changed to admin user?
