Why does shift-command-C sometimes become shift-command-M?

When viewing email messages, I often use shift-command-C ("Choose Folder..."
from the Message, Move To... menu) to choose the folder where I want to save
a message. Every once in a while, I hit shift-command-C and it doesn't work;
I have found (by looking at the menu) that the short cut key sequence has
changed to shift-command-M.

I soft of assume that Entrouage is changing the key combination in response
to a certain set of conditions, but I have never been able to identify what
those conditions might be. Also, it doesn't make sense to do such a thing,
even given a certain set of circumstances, when the original key combination
(shift-command-C) doesn't seem to do anything when pressed (i.e. The
function of shift-command-C hasn't changed, so why move it's normal function
to some other key combination?).

Why does this happen?

You are correct in that choices change depending on the window that is
active, but the shortcut to move to folder/copy to folder is
Command-Shift-M. No where is it listed as Command-Shift-C that I can find.

Command-Shift-M moves to a different folder. However, when the window pops
up when you are in the newsreader, it indicates it will copy not move.
Newsgroup messages can only be copied.

Command-Shift-C is a command under the Edit menu to copy to the scrapbook.

I'm not sure why it's working at all to move a message. You might be
interested in this script:

With one or more messages selected, this lets you type in a few characters
of a folder's name and moves the messages to that folder. If the match is
inconclusive, it presents a listing of the folders with the first match
selected and lets you select the one you want. Remembers last folder picked
for fast repeat operations.
