One set of answers to the WHY question is:

Sheet1 was active, and you chose Insert Worksheet.

Or, you held down the Control key and clicked the Sheet1 tab, and then you
chose Insert Worksheet from the shortcut menu.

Another answer to the WHY question is:

That's the way Excel was designed.

Mike,
1) in future, what should I do to have worksheet insert to the right of worksheet 1
2) How can I move worksheets. I though it was option key, but that's not working for me. thanks

You cannot insert a new sheet to the right of another sheet. The program
just doesn't work that way nor is there any setting or preference that can
be used to change that.

To move a sheet no further than that, though, just click & hold on its tab
then drag it left or right, drop it where you want it to go. The modifier
key (I forget whether it's Option or Command) is used only if you want to
create a duplicate of the sheet you're dragging.
