Why is access not included in my microsoft office package?

I have windows XP and I have microsoft office but I do not have Access. Why
is this missing. Please don't be too technical with answers.

You bought a version that doesn't have Access or you chose not to install
it!! This is a group for MS Project so if you need office help, try an
office group.
