Why is this happening?

Outlook 2002. I am getting a message box that comes up saying I am getting\sending email. There is an option to check which says, "Do not show this." It's checked but it shows anyway. Not all the time but often enough to where it is irritating. Is there a fix for this behavior? Thanks.
