Why will Project 2003 not let me outdent task, but 2000 will?

In more than one file, sometimes I can't oudent a level 2 or 3 task (in Task
sheet or Gantt), but I can if I open file in Project 2000. This has happened
on multiple files. Can anyone tell me what is going on, and how to fix?
