MY NECK, MY BACK

I TRY TO SAVE A PICTURE FROM THE INTERNET ONTO MY COMPUTER, BUT WHEN I OPEN
IT IN ANOTEHR PROGRAM IT SAYS THAT PAINT CANNOT OPEN IT.WHY IS THIS HAPPENING?
