Why wont Pub2003 allow me to send page as email any longer?

Used to be able to send my page as an email. Today the only option is to
send it as an attachment. What happened?

Presumably, your default email client. You need to have Outlook of the
same version as Publisher, or Outlook Express 6, set as your default
email client in order to send a page as a message from Publisher.
