windows installer error when installing office 2003 on w2k

when instaling office 2003 Pro on windows 2000, I've got
an error msg saying that "The Windows Installer Service
can not be accessed, this can occur when you run windows
in safe mode, or if windows installer not correctly
installed". In fact, I run windows 2000 in normal mode,
SP4 installed, as well as windows update fully installed.
Very appreciated if you could help/ Thanks
