We have 1 user with a problem. Every time he attempts to use Outlook
2000, it insists on spending 10 minutes running Windows Installer.
(Eventually WI times out trying to contact the nonexistent server from
which Outlook was originally installed.)

All the other users on the PC can access Outlook just fine, but this 1
user has to sit through WI. Therefore it *must* be some registry setting
somewhere in HKCU that is causing this infuriating behavior.

Does anybody know the name of the magic registry key to turn this off?

My first guess would be that the administrative install of Microsoft Office
or Outlook was never completed. When you log on as administrator to the PC,
can you rerun the install and complete it?
My second guess is that perhaps an add in or other component has been
installed that requires the Office install media.

It definitely was completed. Many years ago. And a multitude of people
have been using this PC without issue ever since.

Only 1 person is having trouble with it. Therefore it must be something
to do with that person's settings...
