Word 2000 - Header/Footer Autotext info grayed out when putting information into footer

This is a strange problem. The normal template has been set to
automatically insert the filename and path into the footer for all
documents. Before that is initially set up, the Header/Footer
autocorrect information appears on the toolbar correctly.
Since I cannot save the template as normal.dot, I will save the fixed
template with a new name (with the footer filename and path
information), go out of Word, go into the correct template folder,
delete the Normal.dot template and then copy or rename the correctly
set up template and name it Normal.dot.
The problem is that when you open Word to a new document, the
Header/Footer information is from then grayed out. It has the correct
item in the footer, but you cannot access any other item from them on
in that toolbar.
Deleting the normal.dot template immediately fixes the problem, but
then the user needs to manually insert into the footer that filename
and path information every time thereafter.
I did an installation, repair install to Office 2000. No go.
Very strange?
