had the same problem last year.
go to
Start > run > Winhelp select the "Help" menu option Click "Always on Top" Press Alt + Space Bar (or click on the system icon in the upper left corner of the dialog) Resize the dialog and then close It will rewrite the registry entry that controls the sizing of the dialog so it appears the way it's supposed to
