Word 2002 forms frame

I am trying to create a form using frames as the data
entry fields. I am using frames so data can be entered on
line with or without text and not affect the format of the
document. Works well except when I try to put the frame
on a line following text. Like NAME ffffffffffff (f
representing the frame with or without a text form
field). When I move a frame too close to the left margin
the NAME text shifts to the right side of the frame and
will not come back until the frame is moved to the right
at least 1.55". That leaves a large gap between NAME and
the frame.

I have the frame properties set to zero for DISTANCE TO
TEXT on horizontal and vertical positions. I turned
off ,snap to grid, in drawing.
Also, I can't find any instructions on the frame usage or
some example forms to see if I can find out what the
problem is. Word help is geared towards web frames.
