Word docs created on Mac with images inheader/footer balloon in size when opened on PC

I have created a doc on my Mac using both Word 2004 and 2008, which have an image (hi-res RGB .jpg file) imported into the header/footer - basically using it as a background. There are 2-3 text boxes as well which were created so users can customize info.

When I save the doc on my Mac, it's usually about 3-4 MB. I can email it to a PC user, they can open it in their version of Word, and if they change the info in the text boxes and re-save, the file balloons to almost 8x the original size, making it impossible for them to email to their clients.

Any clue? Should I be using a different scheme to create a background image in a Word doc, maybe a different file format for the image?

Any insight would be appreciated.

Office 2007/2008 employ a different graphics engine than what was used in
prior versions. When an OXML file is saved in one of the prior file formats
the graphic elements are duplicated so they will then display regardless of
which version opens the file thereafter. IOW, they're winding up with 2
copies of each graphic plus other data pertinent to the distinction between
the document file formats. Hence the ballooning file size.

If you're designing templates to be used by older versions of the program it
probably would be best to work & save in that format. Perhaps provide a
separate OXML version for 2007/2008 users.
