Word issues - Format bar doesn't stay. Language doesn't stay

I've got two issues with MS Office that are very annoying...

The first is in Outlook 2002 SP3. The Formatting toolbar will not stay
visible. I create or reply to a message, go to VIEW->Toolbars->Formatting
and I get the format bar. I send the message. I open a new message and the
bar isn't there!!! Anyone know how I can make the format bar stick around?

The second issue is in Word 2002 SP3. I've repeatedly set the language to
English Canadian, but it keeps reverting back to English US. This plays
havoc with spell checking. How can I make the language setting stick?
